Why would you want to?
You need a clean, bootable CD with the format program on it. You cannot format an active system partition, and once it is formatted you will have no system.
The only conceivable reason to format rather than delete files is that you have a boot sector virus - if so then you will need an alternate source for your bootable disk - do not just create it as it will also be infected.
