Should we solve defragments ?when we win set up partitions drive c:,using NTFS file system,cluster size is 4?

i have used norton par.magic. in 32KB,but i have problem after then!,is a way to partition c:,by use of win.set up whit more cluster size?,


please explain expertly,why ?
